King Library employees are required to follow the terms and conditions of employment established by their respective employers, San Jose State University and the City of San Jose. These may include administrative codes, directives, policies, guidelines, and agreements with collective bargaining units.

Employees are encouraged to contact their respective personnel liaisons to address questions and concerns related to their specific terms and conditions of employment.

Need for the Policy

  • King Library employees support a collaborative mission, vision and values. However, there will be occasions in which differences in employment status are noticeable to library users. In general, these differences are superficial: for instance, one group may refer to library users as “customers,” and another may use the term “patron.”
  • Employees, themselves, may become aware of differences in terms and conditions of employment, for example, paid holidays.

Requirements & Guidelines

  • The Operating Agreement (see References below) states that “The University and the City shall each retain full authority and responsibility for their own employees that work in the Joint Library. Each employee shall work for one or the other of the two Parties and shall be responsible to such Party as its employer.”
    • Applicable regulations include the City of San Jose Municipal Code and California State University and San Jose State University Directives.
  • Further, the Operating Agreement states “the University and the City shall each honor…collective bargaining agreements governing the employees that will be assigned work in the Joint Library.”
    • Applicable collective bargaining agreements include California Faculty Association, California State Employees Association – SEIU Local 15, City Association of Management Personnel, and Municipal Employees Federation – AFSCME Local 101
