Policies and Procedures: King Library Flag Display Policy

The display of flags in King Library shall be in accord with Federal and State law and The United States Flag Code as found in Title 4 of the United States Code, and in accord with University policy and with proclamations by the President of the United States, the Governor of California, the President of the University and the Chancellor as he/she deems appropriate. Only flags of independent states and areas of dependencies and of special sovereignty as defined by the United States government will be displayed.

The display of flags is subject to a combination of customs and laws and it is the policy of King Library that flags displayed in the library will be displayed in accordance with all laws and with generally accepted flag etiquette to ensure proper respect. This policy gives direction for which flags may be displayed and the manner in which to display those flags.

Guidelines for displaying the United States flag and flags from independent and areas of dependencies and special sovereignty in the library’s atrium:

1. The United States flag shall always occupy the supreme position. It will be displayed with “the union uppermost and to the flag’s own right, that is to the observer’s left.” The U.S. flag will be displayed at the highest level of the group and in the honored position to its own right of the other flags. As observed while standing in the atrium facing north (toward the intersection of San Fernando and Fourth Street), the United States flag will be at the uppermost level and to the observer’s left.
2. The United States flag will be placed first, before any other flag, and taken down last.
3. Order of flags: United States flag; Independent States, Dependencies and Areas of Special Sovereignty flags; State flags; University flag. In determining the order of placement among flags of the same category, alphabetical order will be followed.  
4. Should it be required to display the flag at half staff, the library will add a United States flag on a pole/stand, flown at half staff, to the Atrium area.  
5. No disrespect for the United States flag should be shown as stipulated in the United States Code, Title 4.
6. Should the number of flags exceed the space available for display, the United States flag will always be displayed and the flags from independent states and areas of dependencies and special sovereignty will be rotatated from year to year.
